What is the best way to remove small exterior paint drops from a stained railing without removing the stain?

Goof Off only....other chemicals could damage the finish, or at least dull it. If the paint is fresh, like you dripped on the rail while painting in the last couple of weeks, then the paint should come off with warm soapy water.
