Spray dried latex paint with hair spray (does not necessarily need to be hairspray - the ingredient in the spray is Isopropyl (rubbing) alcohol) - the cheap stuff works as well as expensive brands.

Rub the dried paint with another rag - or just use your fingernail.

Rub and spray until the paint liquifies or starts to loosen up.

Just don't rub hard enough - like on shirts - to put a hole in the fabric.

Do laundry as usual.

Tips: Another method is to use rubbing alcohol directly on paint or diluted.

This works even on set in stains, but may remove some of the fabric's color if scrubbed too hard.

If the paint is already dry a strong tape such as gaffers can be used to remove much of an existing stain.

Apply firmly, rub or scratch the tape onto the fabric and then quickly peel off. This can take several attempts to get satisfactory results, and works well with cotton, denim and similar sturdy fabrics.

Delicate items may cause damage or tearing.

NOTE: Be sure to peel the tape off and not smear it across the fabric as it could leave a glue residue on the fabric.

Warnings:

Do this soon after getting paint on clothes.

If you leave it sitting on for awhile, this method may not work.
Are the trousers washable? If not, this answer won't help you at all. My husband and 2 sons used to get paint and oil stains on their work clothes all the time and I found that I could put full strength Pine Oil on the stain and rub it in with both hands real good before washing them and the stain would be gone after laundry. If the trousers are to be dry cleaned, you might try using the Pine Oil on an inconspicuous spot to see if it harms the fabric. Good luck.
