Muratic acid will ';etch'; the concrete and remove any paint or oil. Follow the directions very closely!

Paint remover. You might have to try a couple of different kinds of remover. Paint remover will not harm concrete, but it could remove the concrete sealer, so that would have to be replaced afterward.
A pressure washer if it is a large area, a steel bristle brush if just a small area. A couple of small spots the brush will still require lots of elbow grease.
Have you tried finger nail polish remover?
